The Carol M. White Physical Education Program provides grants to local educational agencies and community-based organizations to pay 90 percent of the total cost of initiating, expanding, and improving physical education programs designed to assist students in making progress toward meeting State standards for physical education.  Grant funds may be used to provide equipment and support to enable students to participate actively in physical education activities and to train teachers and staff.

 

Programs funded under this grant may provide for one or more of the following:

  • Fitness education and assessment to help students understand, improve, or maintain their physical well-being

  • Instruction in a variety of motor skills and physical activities designed to enhance the physical, mental and social or emotional development of every student.

  • Development of, and instruction in, cognitive concepts about motor skill and physical fitness that support a lifelong healthy lifestyle.

  • Opportunities to develop positive social and cooperative skills through physical activity participation.

  • Instruction in healthy eating habits and good nutrition.

  • Opportunities for professional development for teachers of physical education to stay abreast of the latest research, issues, and trends in the field of physical education.

 

Congress initially appropriated $60 million for this program in fiscal year 2003.  After an across-the-board reduction and payment of peer review costs, approximately $59 million remained available for grants.  Up to 25 percent of available funds were reserved for awards to novice entities submitting high-quality applications.  Applications from novice entities were read, scored, ranked, and considered for funding separately from application submitted by non-novice eligible entities.

                       

A total of 1,365 applications were received and 256 grants were awarded.
