OBTAINING A PENNSYLVANIA DRIVERS LICENSE

OR PHOTO IDENTIFICATION CARD

  • All applicants for a Pennsylvania Photo Identification Card must be at least 16 years of age.

  • Photo Identification Cards can only be issued at a PA Department of Transportation Driver License Center.

  • International applicants must present proof of identification and PA residency with documents listed below.

  • All documents must show the same name and/or date of birth, or an association between the information on the documents. Additional documentation may be required if a connection between documents cannot be established.

  • All applicants must present their Social Security Card (or ITIN number).

  • All applicants are required to surrender any out of state driver’s license or identification card prior to being issued a Pennsylvania Photo Identification Card.

  • All fees must be paid with a check or money order. Cash is not accepted.

ACCEPTABLE DOCUMENTS FOR PROOF OF RESIDENCY

All applicants for a Pennsylvania Driver’s License, Learner’s Permit, or Identification Card must present 2 forms of proof of residency from the following list:

  • Current utility bills (water, gas, electric, etc.)

  • Tax records

  • Lease agreements

  • Mortgage documents

  • W-2 for

ACCEPTABLE FORMS OF IDENTIFICATION FOR NON-IMMIGRANTS

(Non-U.S. Citizens granted temporary entry into the U.S.)

All Non-Immigrants applying for a Pennsylvania Driver’s License, Learner’s Permit, or Identification Card must provide a Social Security Card (or ITIN number) plus the following:

If the INS status is F-1 or F-2, the applicant will be required to present:

  • Valid passport

  • I-94

  • Visa

  • I-20

  • Written verification of the student’s attendance at the school listed on the I-20. This can be obtained in the International Services Office.

If the INS status is J-1 or J-2, the applicant will be required to present:

  • Valid passport

  • I-94

  • Visa

  • IAP-66/DS-2019

  • Written verification of the attendance at the school listed on the IAP-66/DS-2019. This can be obtained in the International Services Office.

ADDITIONAL NOTES:

Non-Immigrants granted entry for one year or less will not be eligible for a Driver’s License, Learner’s Permit, or Identification Card.

Non-Immigrants granted entry for more than a year who have less than one year remaining on their entry documents are not eligible for a Driver’s License, Learner’s Permit, or Identification Card.

Only an official INS document reflecting a change in status will be accepted. Applications for change in status will not be accepted.

Only valid passports and original documents will be accepted.

Non-U.S. Birth certificates will not be accepted.

Verification of legal status by INS may be required prior to a product being issued.

Pennsylvania law requires Non-U.S. Citizens to provide a Social Security Number unless they have written documentation from Social Security Administration that they are not eligible for the number. If this is the case, they must obtain a Tax Identification Number (ITIN) from the Internal Revenue Service (IRS).

Non-U.S. Citizens who do not qualify for a Social Security Number or a Tax Identification Number are not eligible for a Driver’s License, Learner’s Permit, or Identification Card.
