The website's editors looked at approximately 45 institutions listed by the National Center for Educational Statistics College Navigator that offered online doctorates in special education, education and other closely related online programs.

The results were then narrowed down according to the following criteria:

● Accreditation from regional or national governing bodies.
● School or program rankings from at least one major publication like U.S. News and World Report.
● Affordable graduate tuition and fees.

The ranking of the top 25 schools was then based on raw affordability. SRU, ranked No. 17, was the only institution in Pennsylvania's State System of Higher Education to make the list.

SRU's program prepares educators and human service agency workers for leadership positions in the field of special education. The program includes special education, content learning and leadership classes designed to train professionals to enter public schools, agencies and nonprofit organizations.
